Transgender Teen Arrested for Planning Mass Shooting at Maryland High School, Police Seize Manifesto

Police in Maryland confirmed on Friday that a transgender high school student was arrested after they claim she wrote a 129-page manifesto that included plans for at least two school shootings.

The Rockville Police Department (RPD) confirmed the Thursday arrest of Andrea Ye, who identifies as a transgender man, after a friend went to police with concerns over Ye’s manifesto.

Police alleged Thursday that Ye’s manifesto, which they also described as a 129-page autobiography or manifesto, she wrote “about committing a school shooting, and strategizes how to carry out the act.” They confirmed Ye also contemplated attacking an elementary school and expressed a desire for fame.

A search warrant then “led to internet searches, drawings and documents related to threats of mass violence.”

Montgomery County Police Chief Marcus Jones explained in a Friday press conference that a welfare check was called for Ye on March 3, but the woman’s father denied police access to the family home.

On March 4, a crisis intervention team reportedly determined Ye made plans to shoot both her high school and the elementary school she previously attended.

Jones confirmed Ye shared her 129-page manifesto with a friend, then allegedly revoked the friend’s access to the digital file after learning police were involved.

“During the execution of the warrant, officers were able to read Ye’s manifesto, which Ye alleges is fiction. In the document, Ye writes about targeting his former elementary school because, ‘Little kids make easier targets,'” said Jones.

Jones also revealed Ye allegedly “strategized on how to access the easiest classrooms in high school,” and contemplated her former elementary school because “little kids make easier targets.”

According to Jones, Ye also claimed she “wanted to become a serial killer instead of a mass murderer because serial killers are romanticized a lot more.”

Jones and other Montgomery County officials repeatedly used Ye’s preferred pronouns and did not acknowledge Ye is a female-to-male transgender individual until questioned by a member of the media.

After being questioned, Montgomery County Executive Marc Elrich declared that transgenderism should not be part of the news story about Ye and left the stage.

“It’s not a lede,” argued Elrich. “You never publish someone’s sexual orientation when you talk about them, why you focus on them being transgender is beyond me. It’s not a news story.”

Authorities did not comment on whether Ye’s manifesto will be released to the public, but statements from Ye’s manifesto were released as part of an arrest document.

“I want to shoot up my school. I’ve been preparing for it for the past few months,” Ye reportedly wrote in her manifesto. “As I sit in front of my dad’s gun case and stare at the sleep, black gun inside, all I can think about is my finger on the trigger, taking aim, and killing people.”

Jones confirmed Ye’s father had a gun within the family home, but also stated that it was secured and police determined Ye was unable to access the weapon.

“As I walk through the hallways, I cherry pick the classrooms that are the easiest targets,” Ye allegedly wrote. She reportedly declared in another excerpt, on the second page of the book, “I have contemplated making bombs. The instructions to make them are surprisingly available online.”

Police allege Ye wrote, “I have also considered shooting up my former elementary school because little kids make easier targets. And, I run the risk of getting attacked or tackled midway through through with high schoolers.”

The transgender individual allegedly declared her high school is “the best target” because she is “most familiar with the layout.”

When bemoaning her serial killers are romanticized, Ye allegedly wrote, “Truthfully, I would rather become a serial killer than a mass shooter. Serial killers are romanticized a lot more. They get tons of love letters and Netflix documentaries about them. Mass shooters are brushed off unless they are truly unique or good-looking.”

In the manifesto, Ye also reportedly described her school and neighborhood as “upper-middle class,” “mostly Asian and white,” and a Rockville as “a suburban city in Maryland where almost everyone goes to college.”

Police also say Ye referred to herself as an “evil mastermind” while considering the school shooting plot.

“I’ve put so much effort into this, it has to go well,” Ye allegedly wrote, explaining she was careful about posts to social media due to fear of being discovered. “I picture the news stories. Deranged killer slays 17. There were no signs, says family and school.”

The arrest document also seems to suggest Ye anticipated the actions would lead to a push for gun control.

Further into the manifesto, police allege Ye fantasized about decapitating her victims.

“There’s a newspaper announcing a new mass shooting at an elementary school,” Ye allegedly wrote. “The kill count isn’t very high. I could probably beat it.”

She then allegedly claimed her goal was “to set the world record for the most amount of kills in a shooting,” and revealed, “If I have enough time, I’ll try to decapitate my victims with a knife to turn the injuries into deaths.”

The news about Ye in Maryland comes amid the ongoing lawsuit against the Metro Nashville Police Department (MNPD) which seeks the full release of the manifesto written by Audrey Hale, the biological woman who identified as a transgender male before shooting six at the Covenant School last year.

MNPD confirmed on Tuesday that it no longer objects to the partial release of redacted documents, but Michael Patrick Leahy, the editor-in-chief of The Tennessee Star and a plaintiff in the lawsuit, confirmed he wants police to release all of Hale’s documents.
